For the filling
Start by preparing the dough in the bowl of the mixer, mixing all the ingredients (avoiding direct contact between salt and yeast), until a homogeneous dough is obtained. Cover and let stand for 45 minutes.
Meanwhile, prepare the stuffing, frying the shallot in a frying pan with the olive oil. Quickly add the garlic, pepper, spices and stock. Moisten with 1/3 cup + 2 tablespoons (1 dl) of water and simmer over a low heat until the pepper slices have melted.
Then add the ground meat and cook, stirring from time to time, until all the juice has evaporated. Leave to cool.
Divide the dough into 8 equal balls. Flatten them in a circle on the work surface using a rolling pin.
Spread stuffing over one half and fold in, welding the edges together well, to obtain the shape of a turnover.
Brown the turnovers in a frying pan for a few minutes on each side over medium heat.
Enjoy lukewarm or cold, with a green salad for example.
