For the noodles
For the peanut sauce
1. In a large heavy pot, cook noodles in well-salted boiling water, according to package instructions. Rinse with cold water thoroughly. Drain well and set aside.
2. While pasta is cooking, prepare peanut sauce: Combine all sauce ingredients and whisk together in a bowl until fully incorporated. Set aside.
3. In a pan, quickly cook bell pepper and green onions with a little bit of oil for 1-2 minutes.
4. Add the cooked/cooled noodles.
5. Add the peanut sauce, tossing to combine well.
6. Sprinkle with peanuts and fresh cilantro when ready to serve.
